What causes it

Can you fix it yourself?
Not really. The stiffness is caused by a geometric deformation, so working the ring back and forth may loosen it briefly but does not cure it. Oiling the ring from outside is actively harmful — the lubricant never reaches the helicoids and instead migrates onto the aperture blades and glass, turning a simple mechanical job into a much bigger one. The dust sits behind the front element and cannot be reached without opening the lens. On a collectable Leica R lens we strongly advise against improvised disassembly: marred slotted rings and scratched coatings permanently reduce both usability and value.
How we repair it

They mechanically restored the deformed section back to its correct geometry, freeing the focus ring across its whole travel, then re-lubricated the focusing helicoids with fresh grease to bring back the characteristic damped Leica feel.
With the mechanics sorted, the lens surfaces were cleaned with medium/high-pressure compressed air to remove all internal dust residue.
